I’d like a movie. But, Sisko returning should be a secondary plotline.
Deep Space Nine-Greed
Horrified and angered at the dismantling of the Ferengi empire by his Rom, Quark organizes those Ferengi who have not forsaken the ways of the Grand Chancellor *. Unable to convince his brother to abdicate, Quark makes an announcement on open subspace transmission. He vows to cut out Rom’s heart and display it in the Tower of Commerce as a reminder of what happens when a Ferengi abandons profit. He will have the rest of the corpse vacuum packed and sold in slices. His brother is one of the greatest traitors in the history of the Ferengi, so he expects high prices.
Jake reports on the war.
Rom tries to get Star Fleet involved, then resigns his commission.
Worf wonders whether the Ferengi moving from greed to honesty and some measure of honor is a good thing or if they’re abondonment of their culture is dishonorable.
Miles says something stupid about the culture of feudal Japan and Keiko reacts badly.
Odo is now Prime Founder. He can command all the remaining resources of the Dominion. He could defeat Quark’s armies, but doesn’t know if he should.
Kira is busy rebuilding the government, economy, and church of Bajor (again). She and Odo decide they can't live without each other. Odo uses knowledge gained from the Great Link to have sex with Kira. There are some hints that he is attempting to reconfigure his cells in a manner that would allow for the two of them to have a child.
Garak leaves behind his tailor’s shop and becomes a poet. He both mourns the loss of Kardassia’s artists and tries to fill some of the void left by their deaths. He now lives on Kardassia. There is no evidence that he holds any power. Neither is there any real evidence that the Obsidian Order is back, just some disturbing suggestions.

But, I always thought that a Ferengi civil war was the natural consequence of Rom’s becoming Grand Negis. Instead, they treat it as comic relief.
If the Vulcan's abandoned logic, or the Klingons abandoned bushido, there would be civil war and the Federation would be very concerned.
Rom turns his back on all that is sacred to the Ferengi and all Quark does is charge more for drinks?
Well Doc, I totally agree that a Ferengi Civil War is (logically) the inevitable outcome of Rom’s frankly misguided goal of bringing sweeping changes to Ferengi culture. However, you’ve shown just how little you understand Quark in suggesting both that he should lead a bloody revolution against his brother and that his reaction to his brother becoming Grand Nagus was somehow wrong or out of character.
First off, Quark isn’t a violent individual. He’s an incredible coward, and for him violence is the absolute last resort in any situation. He would never threaten his brother because of this, and also because deep down Quark is a bit of a softy. He loves and in part even respects his brother. Of course, he would never admit as much.
Finally, Quark, like all Ferengi, is selfish. He cares less for the future of Ferengi culture than he does his own profit margin and indeed, the inevitable dismantling of Ferengi culture provides an incredible opportunity for profit, and Quark was right there from the very beginning. As long as its good for his business, why should it bother him what Rom does as Grand Nagus or what problems it may cause?
I myself have long (pretty much since the series ended) had an idea for a fanfic (my long form writing skills are non-existant, which puts me on par with most fic writers, but unlike them I know better than to subject other people to my amateurish scribblings.) had an idea for a Ferengi civil war story of my own, but in my version Quark is blackmailed into becoming the front man for a seemingly peaceful Ferengi Traditionalist political movement which is actually a front for a plan to assassinate Rom and install Quark in his place.
I should have been clearer. I did think of all those things about Quark. I want a story that stresses his willingness to go to war despite them.
Quark loves his family.
Absolutely. I want a final negotiation with Quark begging Rom to abdicate so that he doesn’t have to kill his own brother. I want a Quark torn apart between obligations to family and obligations to the Sacred Exchequer.
Quark is a coward.
Again, no argument. But, he's willing to risk his life to rescue his mother. He's willing to walk proudly into a duel and wager his life on Gauron's honor.
Quark is greedy.
Obviously. But recall the ep where Nog is wounded in battle with the Dominion. Quark fears that his nephew will not only die, but die poor. He finds excuses to give Nog money so that he won’t end up in the Vault Of Eternal Destitution.
