He can’t disclaim it at all. The purpose of the 1963 act was to create an out for people who involuntarily received a peerage by inheritance but wished to preserve their eligibility to sit in the House of Commons instead.

There is an excellent murder mystery on this very subject, called An English Murder by Cyril Hare. Highly recommended if you like that sort of thing.
