He was first banned for socking, now he is back without further ado. Does this mean it is now ok to make socks? That he wasn’t a sock? If he wasn’t, who and how determined that he was? How did it turn up that he wasn’t? What’s the story here?

Sapo, if socks were okay, EpicNonsense wouldn’t have been banned in the first place. It’s not okay to have socks, so please don’t get any dumb ideas. Here’s what happened:
A guy registered as a guest this spring and stuck around for his 30 day membership. A few days later, the same person registered a new guest account. I banned both accounts and sent an email explaining the rule about one account per person and inviting him to clear up the situation. That’s what we do in those situations, unless the person in question is trolling or generally being an ass. (That was not the case here.) I never got an answer. Life went on, spring turned to summer, summer turned to fall.
EpicNonsense joined the board a while later. In the process of checking out the whole to-do about his “Asshole Test” thread, I figured out (and other mods confirmed) that he was the same two-time guest I banned over the summer. So I banned EpicNonsense and sent him an email explaining the same one-account-per-person rule and told him to get back to me if he wanted to resume posting.
We emailed a few times over the weekend, and he explained he hadn’t looked at the rules of the board. I discussed it with the mods and we agreed he wasn’t doing anything malicious and had just goofed, so we merged the three accounts and reversed the ban, and EpicNonsense back on the boards.
