I’m pretty certain that the act of winning an election gets you clearance. In effect, if you’re POTUS, you’re cleared for anything you wish to be cleared for.
Sort of like getting to be the commander in chief of the armed forces even though you have no military background or experience. The act of getting elected gets you there.
