Scott is just a character from the infamous “April Fool’s” episode of South Park, when you thought you’d get to find out who Cartman’s father was but instead you got to watch Terrance & Phillip in “Not Without My Anus”. Scott was just created as an archenemy for Terrance & Phillip. He hates T&P and wishes they get cancer.
So can anyone explain the whole “flapping head” thing? My original assumption was that Terrance and Phillip were just supposed to be badly drawn, and Ike was just supposed to be odd-looking, and then for some reason they decided to make them all Canadian and draw all the Cannucks that way.
