According to former Russian scientist Ken Alibek in his book “Biohazard”, the Soviets had weaponised Typhus,Tularemia and Q fever before and during WWII.
He claims that Tularemia was used against the Germans at Stalingrad: but see http://cns.miis.edu/research/cbw/tula.htm for a natural causes argument.
Also claims have been made that Q fever was used against the Germans in the Crimea in 1943.
But bear in mind that wartime conditions would allow the natural spread of disease.
