Is the Space Shuttle a military or a non-military target? Is it only a military target when carrying a payload for the Armed Forces? Or is it comparable to an independent contractor on such missions? What about on service missions to spy satellites?
NASA is a civilian administration, so the shuttle is non-military. I refuse to address its status as a “target”.

I suppose this is a matter of semantics: I would say the WTC was a target with some military significance, but not a military target. The same could be said of roads, bridges and pretty much all infrastructure.
