Speed reading

There’s a book to help you develop your reading speed called “How to read faster and recall more” by Gorn Wainright 3rd edition. My question is that is this book addressing native speakers of English language or no both native and non-native speakers? Do you think should any difference be made writing this type of guide books when addressing native and non-native speakers?

I have another question regarding one of the strategies of Speed reading that is to focus on more than one word at a time. But, by now, I couldn’t settle down with this technique, and when I eye on more than one word at a time, I lose comprehension and sometimes the whole word. How can I overcome this?
I’ve just started practicing this strategy for a few days.
