It is a foreign base in a country of the world that APPEARS to have complete immunity to the laws of the country in which it is based. Does anyone suggest that Fidel wants the base there? Seems prety clear it there because Fidel cannot do anything about it.
When I lived on the Menwith Hill base in the 80’s the British police were in charge of security and law enforcement there. When kids climbed the fence to retrieve soccer balls, it was the bobbies that patrolled the base that they looked out for.
Not any more. The UK GCHQ station at Chung Hom Kok closed before the handover in 1997. I believe some of its activities were relocated to Australia. The US has a place at Pine Gap in Australia.
The UK still has a major listening post in Cyprus and I think Oman. The US has dozens of various sizes in allied countries around the world. It’s no difference from an international relations point of view to hosting a military base.
