It actually comes from ‘mongoloid’ through the fact that Down’s syndrome people were given that name due to their epicanthic folds. It carries the same connotation as ‘retarded’ (and for that matter might be the origin of that character’s name) but since it’s based on a traditional racial classification it might be a good insult to avoid in the future.
