Given the number of sentient species who live in the Empire, why are imperial military personnel always human?

If you have to buy uniforms and armor on a cost per 100,000 units, and your discount is based on reordering by an automatic subscription, you only accept the most available and easiest to clone cannon fodder the galaxy has to offer.
There are specialty jobs open to other species, such as that guy down the garbage chute of the Death Star.

ISTM if the Emperor were Space Hitler, we would occasionally see some populist mass rallies in support of the Galactic Reich. But he didn’t come to power that way, but by persuading the Senate, in a time of crisis (partly of Palpatine’s own making), that a monarchy is a more efficient and effectual form of government than a republic. (Hitler essentially did that with the Reichstag, but after he had built up a populist mass movement.)
