States w & w/o death penalty fighting over a prisoner

In Con Law today, we ended up sidetracking into the Sniper case and the question of where to try him and in what order. The issue of conflicting sentences came up, that is, what if MD sentenced him to life and VA sentenced him to death – what would happen and who would decide. But that is not exactly what I am asking, that would be a GD since there is no clear answer.

During the class, I asked if anyone remembered a case that I think happened between New York and Ohio, though I could be mistaken. It was several years ago, where one state had a prisoner serving a life sentence and the other state wanted him extradited for execution. I am pretty sure it was Cuomo holding on to the prisoner, but I’m not sure where he was being shipped off to. No one had even heard of anything like it. Does this ring any bells with you? I tried Googleing, but with such limited memory you can imagine the number of hits I’m getting. No one else remembered anything like it, so if anyone here can think of any search terms, I’d be very grateful.
