No, not if your neighbor is also in on the deal. In any case, the point of such programs is that they can self-police. Neighbors won’t act against the interests of neighbors because the neighbors can retaliate. In effect, you have a group of full-time wardens keeping an eye on things due to their own self-interest.

A responsible parent feeds a crocodile by tossing a chicken over the fence into his pen. An irresponsible parent leaves Junior in the care of a responsible adult and climbs into the pen to taunt the animal with a chicken, enraging the beast for the jollies of the audience while risking a slip on muddy ground that would leave Junior fatherless. A grotesquely irresponsible parent brings Junior in with him then does the same thing. I’m surprised the Erwin’s children weren’t taken away from them after that stunt.
And it was a stunt because stunts were what Steve Erwin did all of his life. His zoo did not start out as a center for conservation but as a tourist trap, like Reptile Gardens and the places in Florida where guys wrestled alligators for the rubes. His parents raised him as a wild ‘n’ wooly circus performer, somewhere between an acrobat and a rodeo clown. He didn’t see anything wrong with his actions because his parents did the same things with him, but times have changed, people are drinking less and thinking more, and you can’t do shit like that with your kids anymore.
