Since they slammed it thru without knowing what was in it … is it even possible to make adjustments to it in subsequent legislation?
I think it is a common procedure when they do humongous (is omnibus the term?) bills to put together budgets at the last minute.
How could it not be possible? The text of the bill is available for everyone in the world to see.
It may not even be necessary to have legislative action do the fine-tuning. Many of the stimulus items go to government agencies who will have a lot of say in how the money gets spent in the end. Lord knows Paulson changed the entire intent of his $700 billion without asking anyone.
Never underestimate the power of bureaucrats.
