computer will not defrag or scandisk, say’s les than 65% resourses available.
have dumped all non used programs.
have switched to a dsl.
damn thing sounds like its going to blow.(sounds like rock tumbler)
going to get off here and throw er in the POOL.

Sounds like your computer is infected. Go back to the computer question sticky and follow the directions for downloading and installing an anti-virus program. Install and run. Then download AdAware, “rinse & repeat”, then Spybot, “rinse & repeat”. 
After you’ve done those, you should be able to defrag. If not, then you come back for help. There’re lots of techies here, but mostly they want to know that you’re doing all you can to help yourself first. Low system resources is a major clue that some unauthorized stuff is running
Try starting in safe mode, run scandisk then defrag. Also, you did not say what version of windows you are using, but the defragger in Win98 and WinMe is notoriously unstable and unreliable. Try downloading Diskeeper Lite, it will often run when others will not.
If the noise you hear is coming from your hard drive, there may not be any hope for it.
