Streaming Media Won't Stream

I have the security cameras at work wired into a computer (actually two), originally this was just to give us more monitors to watch them on. Anyways, on one of the computers I’m running Windows Media Encoder and broadcasting the cameras. Now maybe the problem is on that side in which case we’ll have to wait until the next time I’m at work to make any adjustments. Anyways, the problem is, it won’t stream. I’ll start up Windows Media Player (is there something else I should use?) tell it where to get the media from and wait. Currently I have the buffer set for 60 seconds, the buffer will start at 0% and go to 100% but never in a straight line (1,4,…30,32,15,18,20…85,90,65…) but eventually it get’s to 100% then…I get one or two frames, the picture freezes, and it starts refilling the buffer. Seems odd, I figured that if I have the buffer set for 60 seconds, when it starts I should get AT LEAST 60 seconds of uninterupted video. Oh well, any ideas. For troubleshooting purposes let’s assume I have everything set to default (on my side). Any ideas??? (I would give out the IP but I’m not sure I want to do that unless I’m at work and can chage it soon after).
