What is the role/responsibility of a staff advisor for a small college SGA?

Okay, that’s not true. I was on my Alma Mater’s SGA and from my experience, it depends entirely on the school. At my school the SGA had no authority over the disbersement of funds and was essentially a non-SGA because of that. Generally speaking, though, there is so much room depending on the administration’s culture, the advisor’s style/personality, and how the rules are written that there really is no telling, IMO.
Okay. At two identical schools, one advisor may become very involved almost taking on a leadership role, while the other sits back and only offers his opinion when asked. I spent many years in a frat (incl. being the advisor) and a stint on SGA. That personality difference alone can make a huge difference.

I just changed jobs. The new school I work at is quite chaotic + they gave me almost no training or guidance.

Damn, that’s got to be tough. I wish I had some sage advice. The best I can say is that in my experience, the more involved advisors were more appreciated.
