On a similar note, does a Presidential candidate have to turn 35 before the general election in November, before the electoral college meets in December, or before his term of office would begin in January.
I would think it would be either Electoral College or Inaugeration, but I’m not sure which one.
If you say Electoral College, does time of day mater? Is there a specific time of day the Electoral College has to meet? What if the EC meets early in the morning in DC, when its still the previous day in Hawai, and there is a candidate born in Hawai, residing in Hawai at the time the EC meets, who is not yet 35 in Hawaii, but would be 35 if he were in DC?
I’m not sure what the case is with the President, but in the case of former Sen. Rush Holt of West Virginia, they just waited till he was 30 to inaugurate him.
In Washington state, you must be registered 30 days prior to an election. Those that turn 18 during that 30 day period cannot vote. The law was challenged in the '80’s and was upheld by a federal appeals court. The day before rule also does not apply in Washington. The state law even states that a person cannot register to vote till the 18th year on the date you were born. I have been a poll judge the last 5 years, I hope to be an election judge for my county by the next presidential election.
