I may be mistaken, but I believe that most, if not all, of those two hospitals’ operating budgets come from private funding; St. Jude’s, at least, does receive some funding from research grants, but those appear to be a small fraction of their total budget.

Ask someone if it’s OK (or even positively appropriate) for the government to spend a pittance per day providing civil servants with coffee and they will say “sure”. But present someone with the total government coffee budget (a figure in the millions) and they will gasp at the “profligacy”.

And no one has ever explained to me why vets can get 100% VA disability AND SSA DIB - with no set off.
Because they are two completely different benefits, with two completely different functions. SSDI, as you will know, is intended to provide a living to people who can no longer work due to their disability, with payments based not on the severity of disability (because according to SSA, you’re either disabled, or you’re not: it’s binary) but on how much they (or their spouse/parent under certain circumstances) paid in to SSA when they were working.
By contrast, VA disability is set on a spectrum and is, at least in theory, intended to compensate veterans for the deficit in income they have suffered as a result of their service-connected disabilities. Unlike SSDI, it’s not so much like insurance as it is like restitution. The country giving back what was given up (or in some cases just outright taken). And, to your point, part of what may have been given up (or taken) alongside the ability to engage in more strenuous and (potentially) higher paying work is the increased SSDI entitlement that may come later if the veteran does then go on to meet the SSA’s definition of disabled (inability to engage in substantial gainful activity due to disability).
For example, although my service-connected disability has not prevented me from becoming, like you, a mere attorney, it absolutely has prevented me from being able to earn the six figure salary that a law degree (cum laude) from a T14 law school might normally command—if only I could stand to engage in that up-or-out, burning the candle at both ends sort of work anymore.

Coffee is not provided to civil servants in my state for this reason. It used to be but politicians got sick of the blowback. So now many civil servants waste time getting coffee from cafes. At a cost in lost time orders of magnitude higher than just giving them some damn coffee.
