There is no fee to buy. I think they take a commission from the seller. It works less like an auction but more like a negotiated sale. You can counter-offer their price including shipping. Look for sellers that have sold things in the past with success comments from buyers.
iOffer is not a scam site, but it’s only as reputable as its sellers. This is all anecdotal, but I’ve heard more complaints from buyers using iOffer than eBay and from a seller’s standpoint, there are more non-paying buyers. Here is their policies section, including FAQs to the left. There are no fees for buyers.
