Right, but stuffed with a bunch of blank paper scrawled with “Clean For Gene!” they still had a postage-due on their end. Most campaign mail is probably “Please affix proper postage” on it for this reason.
That was the correct way to deal with it and was what I would do.
As I had occasion to remark in another thread, in addition to dimension and weight limits on first class envelopes the envelope has to meet pliability guidelines to be machine-feedable.If it’s too stiff it has to be special handled as an oversize card and must have postage for such.
