Ten year tax cut? Do the taxes go backup in 2011?

Why is Bush’s tax cut always described as a $1.7 trillion dollar tax cut over ten years? Do the taxes go backup in 2011? If yes, then it seems like a bit of a gip. If no, then why don’t they just call it a $170 billion dollar tax cut – or for that matter, an infinite dollar tax cut over infinite years?
