Interesting so many people voted for the Republican candidate (Grant) in the South in 1868, was Horatio Seymour that bad?

A lot of Southern whites couldn’t vote, and a lot of Southern blacks, all of a sudden, could. So it’s not that he was a bad candidate. It’s just that most Southern Democrats were disenfranchised.

Is that true? I thought that once a state had regained its Congressional Seats and electoral votes, only former confederate officers were disenfranchised.
