The Anti-"Drug War" going along?

I just read this from one of my pro-legalization mails:

Dear drug reformer:

In the last two weeks debates and votes in Congress have shown a level of opposition to the drug war never before seen (see link below). This week two votes of major importance will be taken in the House of Representatives, and your letters and phone calls are urgently needed and have a greater chance of making the difference than at any time in the recent past:

• On Wednesday or Thursday (July 23 or 24), US Representatives Maurice Hinchey (D-NY) and Dana Rohrabacher (R-CA) will introduce an amendment to prohibit the Dept. of Justice from spending any money to interfere with state medical marijuana laws (such as the raids on California’s medical marijuana cooperatives).

• On Tuesday (July 22), or possibly Wednesday, the House is scheduled to debate the 2004 foreign aid bill, at which time Reps. Jim McGovern (D-MA) and Ike Skelton (D-MO) plan to introduce an amendment to reduce military aid to Colombia and transfer funds instead into global AIDS programs.
