According to the very site you liked to, it’s a new graphic novel published by Image Comics in April 2004. Looks like the creators have been making the comics convention rounds.
I have no idea, but it looks really good.
I’d be ordering it from NEC, but the link doesn’t work… and I can’t find it at the main NEC site, and their FFAST site has no search function.

Apparently, it was written by someone from a town twenty minutes south of where I live. The local comic shop has autographed copies for sale.
