Sure, but this in in state courts in Minnesota, where Bush has no pardon power. His rights there are limited to federal convictions and crimes only.

Correct.
Though he could ask his close friend Gov. Tim Pawlenty, who Cheney & Rove selected as the Republican candidate for Governor, to issue a Minnesota pardon. But really, it’s a misdemeanor! He paid the fine & it’s over. Do they even waste pardons on misdemeanors?

Personally, I think it’s mostly a fine for stupidity.
When the policeman took him off to a quiet corridor to discuss this prior to arrest, he handed him his US Senate ID card. Had he wrapped a $50 bill around that, we would never have heard of this at all. Most of the men caught by this entrapment scheme are smart enough to do that. Sen. Craig wasn’t, and paid the price.
