(a)
The Congress hereby finds and declares that -

in the face of rising productivity and affluence, older workers find themselves disadvantaged in their efforts to retain employment, and especially to regain employment when displaced from jobs;
(2)

by Sen. Robert Duncan, R-Lubbock, and Rep. Gary Walker, R-Plains, makes several changes to the boll weevil eradication program including authorizing a compliance certificate program to ensure payment of eradication assessments. Under this program, the agriculture commissioner may adopt rules relating to a compliance certificate program that include incentives in the form of discounted assessments for growers who pay their eradication assessments early, and penalties and interest for those who pay late. The legislation also establishes an automatic lien on cotton for the foundation when assessment payments are unpaid 60 days after the foundation mails notice of the assessment. The legislation establishes purchasing guidelines for the Texas Boll Weevil Eradication Foundation and provides the agriculture commissioner with the authority to inspect the foundation’s books and other financial records.
