Ok, at first I thought Voldemort would win hands down. But then I thought: most spells take time because they have a verbal component, (although this seems to be different for some spells). Plus there is wand waiving. Meanwhile force telekinesis seems to be instantaneous for small objects. So, the Emperor would simply grab Voldemort’s wand telekineticly, break it in half and then zap him. Perhaps Voldemort can’t die but he can be stored somewhere in a harmless state. Who do you think would win?
Granted it’s a silly thing to think about but so is a grizzly vs. great white cage match which has been discussed here numerous times.
Given that Harry Potter-type magic and The Force operate on different principles, there’s probably no absolute answer.
What we can look at is this: within his mileau, the Emporer is the most powerful practitioner of the Force, defeating any and all others.
Voldemort is often claimed as the most powerful, but evidently fears Dumbledore, and has been defeated multiple times by Potter.
Potter’s Star Wars analogue is Luke Skywalker, who consistently loses confrontations to Vader, and the Emporer only lost to Vader being taken by surprise while obsessed with killing Luke.
IOW:
Emporer > Vader > Skywalker
Dumbledore > Voldemort <= Potter
Potter ~= Skywalker
Therefore:
Emporer > Voldemort
Emperor—> Controlled the known galaxy, Millions of minions, could blow up entire planets, via the Death Star. Could only be killed by Darth Vader.
Voldemort—>Evil wizard beaten by a baby, then repeatedly by same child as a small boy. A few minions, also out-witted repeatedly by small boy.

I would guess, Emperor. He’d Death-Star Voldy’s planet and Voldy’d never know what happened. Or force-choke him and then force-lightningbolt-fry his butt in a one on one setting. He’d also probibly Force-snatch Voldy’s wand and ram it up his behind for good measure.
Correct me if I am wrong, but by my count Luke is 1-1 vs. Vader. Unless there are EU confrontations which I know nothing about.

True. Luke lost to Vader in Empire Strikes Back, but beat him in *
Return of the Jedi*. So I’d say that Luke ~= Vader.
Still, the Emperor beats them both. Luke coudn’t beat him, and I can’t imagine Vader winning a face-to-face fight either.
I agree with the OP’s assessment. The Old Wrinkled One would just Force-pull Voldemort’s wand out of his hand, and then do his thunderstorm impersonation. And then call in those guys in red robes to shoot Voldy a few times for good measure.
