I don’t think the size, especially when you reach fingernail size, is any relevance, and it’s certainly not a “clump of cells” at that stage. It’s recognizably human, with differentiated organs. No need to exaggerate the parameters. The issue is whether there is a functioning brain/nervous system at that stage, and there isn’t. That doesn’t present itself until well past the “fingernail” stage.
In Australia in the State of VIC you can abort on demand = no reason at all at up to 9months.

Complete and utter bullshit. Under Victorian law you can choose to abort up to 24 weeks though it is more difficult and costly after 16 weeks.
After 24 weeks two doctors must agree that it is appropriate under the circumstances and is in fact quite rare and usually only done in the case of something very wrong with the foetus. Some dingbats are trying to make that even more difficult even though it really is not an issue in that it is done so rarely more protections are unlikely to change the figures.
