Back to John Fitzgerald Kennedy, though I suspect this might be the end of the line for Chester Arthur.

Chester A. Arthur, mostly because I’m not able to make a value judgment on the imperial practices of McKinley and TR. Kennedy is indeed overrated, he catches far too easy a pass on Vietnam than he deserves, and I won’t be sad to see him go if he does.
Arthur presents as a likable mediocrity. We could certainly do worse than him when electing a president, but he wasn’t outstanding. Unless someone makes a killer case against Taft or Monroe or Cleveland—or even Jefferson—he’s the right guy to go now.
Note that I might VERY EASILY be swayed at this juncture.
Arthur did more good in less than a single term (civil service reform, beginning to rebuild the Navy) than Monroe did in two complete terms. Other than declaring the Monroe Doctrine (which should be largely credited to SecState J.Q. Adams anyway), the fifth President has left few footprints in the sands of history.

John F Kennedy. President Arthur was one of the most morally brave Presidents in American history who defied his own political faction to push ahead civil service reform.
I respect Monroe quite a bit, and feel like he took some strong strides towards keeping the country away from the political schism that existed in the years after his presidency (and today), but you really do have a point. Records of his accomplishments in 8 years are sparse, and for a good reason. I’ll probably be voting for him sooner than I’d otherwise planned, now.
