Thank you, but Monroe Doctrine stated that North and South America were no longer open to colonization . It also declared that the United States would not allow European countries to interfere with independent governments in the Americas. So, what’s the doctrine got to do with British reponsibility in the Western Hemisphere?

What’s unclear about it? The UK still had territories in the Western Hemisphere, so they still had responsibilities.
