I hear it from many females who aren’t my wife, so it’s more of a friendly thing.
…Just called her and verified: friendly kisses, and it’s OK for a woman to say this to a woman, man to woman, woman to man, but not man to a man.
Similar to the rules for giving those little kisses on the cheek when greeting.
Same in Spanish. Except that a guy can say it jokingly to another guy. Even funnier if used in diminutive.
