No, he was referring to “government subsidies and contracts”. (I chose not to replicate his insane capitalization.) I’m sure that there were such things for one or more of his businesses during the Biden administration (and probably predating it).
Now, “billions and billions of dollars” is probably false, and Trump is ignoring the fact that there should be an actual reason for canceling those things.
But it does boil down to chicken-baby once again flailing to find a reason to blame Biden for every little thing.
