I saw a comment somewhere like “People rob banks because that’s where the money is. Government computer systems are where the private data is, so that’s what they need access to.”
Not sure if that’s true but it makes about as much sense as anything else for needing complete access, like selling the data or using it for leverage against certain people. Musk having unlimited access to government data certainly would be an advantage over his AI competition in training.

Yes; show rightwingers a parody of them, they often don’t get it’s a parody and approve of it. I recall reading how that happened with Norman Spinrad’s Iron Dream, an unsubtle parody (it included penis shaped spaceships). While most people got the point, rightwingers didn’t; it even got put on the recommended reading list of the American Nazi Party.
Parody doesn’t really work with people who are themselves essentially a parody.
