That’s not clear. The Times says the White House told Harvard that the letter was “unauthorized”. it might have been sent before getting official approval, although the content was authentic.
I’ve seen it mentioned (no cite, so apocryphal) that Barron Trump applied to Harvard but wasn’t granted admission.
When you think about Trump’s tendency to try to get revenge for any perceived slight, no matter how tiny, his reason to engaging with Harvard makes a certain amount of sense.
