For my entire life, whenever a president, of either party, has signed a major bill into law, the speechifying that goes along with it, even if I don’t really believe it, is to bolster the image of the new law as helpful to the people of the United States. But we are no longer living in normal times, are we? The felon’s response to questions after he signed the Large Lousy Law is rather damning.

Actually, there’s not all that much more to the story. I can sum it up in one word: vanity.
I would expect him to say, “79? That’s what I scored today! From the championship tees, no less!”
(For those non-golfers, 79 is a very good score, the likes of which Trump never honestly shot in his life. And the championship tees means playing a course at its longest/most difficult - again, something a golfer of Trump’s caliber has no business doing.)
