The DoI is kinda like the Magna Carta in “this is how it’s supposed to be” and what became the USA had already been battling and usually winning for nearly two years before July 1776.

I certainly do not believe the USA’s occupation of places like Cuba, the Philippines, Panama, Puerto Rico, etc could be held up as standards of the DoI. Or how people should be treated under the Constitution.

I would think the legal term for that is “theft” or Contempt of Congress.
