WASHINGTON (AP) — President Donald Trump has told House Speaker Mike Johnson that he won’t be spending $4.9 billion in congressionally approved foreign aid, effectively cutting the budget without going through the legislative branch.
Trump, who sent a letter to Johnson, R-La., on Thursday, is using what’s known as a pocket rescission — when a president submits a request to Congress to not spend approved funds toward the end of the fiscal year, so Congress cannot act on the request in a 45-day timeframe and the money goes unspent as a result. It’s the first time in nearly 50 years a president has used one. The fiscal year draws to a close at the end of September.
The letter was posted Friday morning on the X account of the White House Office of Management and Budget. It said the funding would be cut from the State Department and the U.S. Agency for International Development, or USAID, an early target of Trump’s efforts to cut foreign aid.
If the White House standardizes this move, the president could effectively bypass Congress on key spending choices and potentially throw into disarray efforts in the House and the Senate to keep the government funded when the next fiscal year starts in October.
This will, of course, be his go-to move now that much of his recent favorite stunt has been ruled illegal.
NEW YORK (Reuters) -A divided U.S. appeals court ruled on Friday that most of Donald Trump’s tariffs are illegal, undercutting the Republican president’s use of the levies as a key international economic policy tool.
The court allowed the tariffs to remain in place through October 14 to give the Trump administration a chance to file an appeal with the U.S. Supreme Court.
Trump has made tariffs a pillar of U.S. foreign policy in his second term, using them to exert political pressure and renegotiate trade deals with countries that export goods to the United States.
The tariffs have given the Trump administration leverage to extract economic concessions from trading partners but have also increased volatility in financial markets.
“The statute bestows significant authority on the President to undertake a number of actions in response to a declared national emergency, but none of these actions explicitly include the power to impose tariffs, duties, or the like, or the power to tax,” the court said.

A State Department official, who spoke on condition of anonymity to discuss visa issues that are normally confidential, disclosed Friday that Abbas and other officials from the Palestinian Authority were among those affected by new visa restrictions. Palestinian representatives assigned to the U.N. mission, however, were granted exceptions.
The move is the latest in a series of steps the Trump administration has taken to target Palestinians with visa restrictions and comes as the Israeli military declared Gaza’s largest city a combat zone. The State Department also suspended a program that had allowed injured Palestinian children from Gaza to come to the U.S. for medical treatment after a social media outcry by some conservatives.

The Social Security Administration official who alleged in a whistleblower complaint that the Department of Government Efficiency had put the personal data of millions of Americans on a vulnerable server said in an email Friday that he’s submitting his “involuntary resignation” because of actions the agency has taken against him.
Charles Borges, who’d been the SSA’s chief data officer, said in an email to colleagues — which was obtained by NBC News from a person who received it — that he had experienced retaliation since his whistleblower complaint became public.
He said the SSA’s actions “make my duties impossible to perform legally and ethically” and have caused him “physical, mental and emotional distress.”
He added that since reporting his concerns to management, he has “suffered exclusion, isolation, internal strife, and a culture of fear, creating a hostile work environment and making work conditions intolerable.”
The email also said he’d “recently been made aware of several projects and incidents which may constitute violations of federal statutes or regulations,” but “repeated requests by for visibility into these events have been rebuffed or ignored by agency leadership, with some employees directed not to reply to my queries.”

Abrego Garcia’s lawyers said in a Thursday motion filed in the U.S. District Court for the Middle District of Tennessee that Trump administration officials have targeted their client since he was released from prison, leveling “highly prejudicial, inflammatory and false statements.”
“To safeguard his right to a fair trial, Mr. Abrego respectfully renews his earlier requests that the Court order that all DOJ and DHS officials involved in this case, and all officials in their supervisory chain, including [Bondi and Noem], refrain from making extrajudicial comments that pose a substantial likelihood of materially prejudicing this proceeding,” the attorneys said in a 15-page motion to U.S. District Judge Waverly Crenshaw.

On Wednesday, the DOJ dropped felony wire fraud charges against a client of Brad Bondi named Sid Chakraverty, a property developer who was accused of defrauding programs meant to support women- and minority-owned businesses.
According to the motion to dismiss, filed by a Trump-appointed U.S. attorney, the move was in keeping with the administration’s stance that programs “that use race- and sex-based presumptions”—as did the one Chakraverty was said to have scammed—are unconstitutional. It was an abrupt reversal from a motion the Trump appointee had signed 24 days earlier, Bloomberg reports, “defending the merits of the prosecution.”

House Democrats are asking the National Archives and Records Administration (NARA) to open an investigation into the Department of Homeland Security (DHS) after it told a watchdog group that it was no longer retaining text messages when the nonprofit sought communications about immigration enforcement in Los Angeles.
The letter to Secretary of State Marco Rubio, who is serving as NARA’s acting archivist, asks for an investigation into whether Homeland Security Secretary Kristi Noem “failed to notify NARA about unlawful destruction of Federal records.”
The request comes a day after American Oversight called for an investigation into DHS’s response to its public records requests, in which the agency told the group that “text message data generated after April 9, 2025, is no longer maintained.”
Government agencies are required to retain public records, including their text messages.
“DHS did not explain why it wrote otherwise in the July 23 letter or why it could produce no text message records in response to American Oversight’s FOIA request,” House Homeland Security Committee ranking member Bennie Thompson (D-Miss.) wrote in the letter to Rubio, referring to the Freedom of Information Act.

Senator Sanders calls for Killer Kennedy to quit.
(Reuters) -U.S. Senator Bernie Sanders on Saturday called on Secretary of Health and Human Services Robert F. Kennedy Jr. to resign, days after a senior public health official was fired and four others resigned in disputes over Kennedy’s unorthodox opposition to vaccines.
Sanders, an independent senator from Vermont who caucuses with Democrats, wrote in a New York Times guest essay that Kennedy is “endangering the health of the American people now and into the future.”

Vice President JD Vance took a unique measure to evade protesters in Wisconsin, the state’s Democratic Party account claimed on social media.
Vance visited the battleground state on Thursday to tout President Donald Trump’s “big, beautiful bill," as the president looks to rebrand the signature spending package, which several polls have indicated is falling flat with Americans.
While speaking at a steel fabricating facility, Vance lauded the GOP’s policy package for its potential to improve local manufacturing and lower taxes for workers — railing against concerns expressed by Democratic lawmakers about its negative impact on health care and other top priorities.
As Vance departed from the event, a video has made rounds that seemingly shows, according to Wisconsin Democrats, the vice president’s motorcade driving the opposite way on a one-way street. Protesters are then seen running from one street, where they were initially stationed, to another.

Trump announced that he had successfully solved a White House whodunit involving “limestone plus” that was recently installed in the Rose Garden in Truth Social post on Aug. 30.
“Three days ago, while admiring the stonework, I happened to notice a huge gash in the limestone that extended more than 25 yards long. It was deep and nasty!,” he wrote. “I started yelling, “Who did this, and I want to find out now!” — And I didn’t say this in a nice manner. I wondered, “Was it vandalism or, was it stupidity?”
But luckily for Trump, the White House, with its “finest security equipment anywhere” was able to identify the apparent culprits through video footage.
“They brought back the stupid people, with their boss watching (in sunglasses!),” wrote Trump.
The subcontractor, Trump said, was using a steel cart that was “broken and titling badly, with it rubbing hard against the soft, beautiful stone.”
The next course of action?
Trump said he’ll “replace the stone, charge the contractor, and never let that contractor work at the White House again."

In an apparent effort to address the millions of backlogged immigration cases, the Justice Department made a rule change to allow attorneys without immigration law experience to act as temporary immigration judges.
The DOJ’s Office of Immigration Review published the rule in the federal register Thursday, which removes the requirement that temporary immigration judges have substantive prior experience in immigration law.
Jurists who are approved by Attorney General Pam Bondi may serve as immigration judges, which represents a tide change after more than 100 judges were fired or bought out by the Trump administration earlier in 2025.
The DOJ hopes that by expanding the net as to who may hear immigration-related cases, the more than three million case backlog may finally be assuaged.

29 injured, 13 hurt in tractor-trailer crash in Florida.
More than two dozen people were hurt in a chain-reaction collision involving 18 vehicles on Florida’s Interstate- 95 in Miami-Dade.
Florida Highway Patrol (FHP) officials said the incident — which injured 29 people including 13 who were hospitalized — happened at around 11:25 p.m. on Thursday, Aug. 28, in the southbound lanes of I-95 near Ives Dairy Road, according to NBC Miami, Local 10 News and the Miami Herald.
A tractor-trailer that was traveling southbound on I-95 failed to stop and crashed into vehicles in traffic, FHP Lt. Alex Camacho told Local 10 News.
“As a result, the tractor trailer collided into several vehicles causing a chain reaction of crashes,” Camacho said.

A number of prominent MAGA media figures and Fox News hosts were absolutely ecstatic this week over the prospect of Melania Trump finally gracing the cover of Vanity Fair, declaring that they couldn’t “wait to see all the liberal meltdowns” over the first lady’s appearance on the fashion magazine.
There was just one little problem – the picture they shared is a fake.
This past weekend, Semafor reported that Vanity Fair’s new chief editor Mark Guiducci “has made his presence felt” at the Conde Nast publication since taking over for Radhika Jones at the top of the masthead.
“Guiducci’s mandate to rethink the publication’s relationship with power and celebrity is likely to mean a greater open-mindedness to seeking access to figures likely to repel magazine’s liberal readers,” Semafor noted. “He’s told people he’s potentially interested in putting Melania Trump on the cover.”
The story took off in right-wing media after stories claimed Vanity Fair staffers were furious over the possibility of a Melania Trump cover, with one unnamed “mid-level editor” saying that they’d “walk out the motherf***ing door, and half my staff will follow me” if the magazine tried to “normalize this despot and his wife.”

After a violinist who has played with high-profile orchestras was detained by Immigration and Customs Enforcement last week, members of Utah’s music community are rallying in support of his release.
Donggin Shin, 37, who came to the U.S. from South Korea with his father when he was a child, was abruptly arrested at a hotel parking lot while he was on a work trip in Colorado, his attorney Adam Crayk told NBC News. He was placed in ICE detention on Aug. 18. With a hearing slated for early September, his colleagues from the Salt Lake City area are hoping to send a message to the administration and beyond that Shin, who goes by the name John, is a valued part of the community.
“John has been in this country since he was 10 years old and he was brought here by his parents. He didn’t get a choice in the matter,” violinist and conductor Gabriel Gordon said. “He is not somebody that is taking from the community, but is giving.”
A senior Department of Homeland Security official said in response to NBC News’ questions about Shin, “Our message is clear: criminal illegal aliens are not welcome in the United States.”
Shin, who works a day job in telecommunications but has played with the prestigious Utah Symphony and Ballet West, is currently being held at the Denver Contract Detention Facility in Aurora, Colorado, according to an ICE database — more than 500 miles away from his home.
According to charging documents, Shin was identified by ICE’s Fugitive Operations Team, which is generally focused on apprehending immigrants who have committed serious crimes and are considered threats to national security. In Shin’s case, the arrest was prompted by an old misdemeanor impaired driving offense that occurred while Shin was navigating his father’s battle with brain cancer, Crayk said.
“We are literally having fugitive ops and Homeland Security Investigations, which are two law enforcement agencies that focus on really terrible, terrible things, relegated now to looking for people like John,” Crayk said.

Homeland Security Secretary Kristi Noem has fired two dozen FEMA employees after a “threat actor” accessed the agency’s computer network.
The personnel move came after a cybersecurity review, as the New York Post first reported on Friday.
“FEMA’s career IT leadership failed on every level. Their incompetence put the American people at risk,” Noem said in a DHS press release, headlined, “Secretary Noem Terminates Inept FEMA Employees After Uncovering Massive Cyber Failures, Demands Accountability.”
“When DHS stepped in to fix the problem, entrenched bureaucrats worked to prevent us from solving the problem and downplayed just how bad this breach was.”
Failures found included the lack of multi-factor authentication and using “prohibited legacy protocols,” according to the press release.1
Terminated IT employees at FEMA included Chief Information Officer Charles Armstrong, Chief Information Security Officer Gregory Edwards and 22 others.
Noem added in her statement: “These deep-state individuals were more interested in covering up their failures than in protecting the Homeland and American citizens’ personal data, so I terminated them immediately.2 The American people deserve results from their government.

A scientist who resigned from the CDC this week is warning that Health and Human Services Secretary Robert F. Kennedy has shown signs he believes in “eugenics.”
Dr. Demetre Daskalakis, who resigned in protest of the Trump administration’s firing of CDC Director Susan Monarez, told MSNBC Saturday morning that America needs to “wake up” to the secretary’s rhetoric.
“I really hear the echoes of the word, ‘superior genetics,’” Daskalakis said. “He referred to very high members of this administration and their improving health status. And said, well, that person has superior genetics… That is eugenics. Wake up. This is a red flag.”

(Reuters) -As President Donald Trump began his push to send the National Guard and Marines to U.S. cities, military leaders privately questioned whether the troops had received proper training and warned of the “far-reaching social, political and operational” risks of aiding law enforcement, according to a Reuters review of military records disclosed in court.
U.S. Army officials planning an operation in MacArthur Park during the June deployment in Los Angeles determined that using troops to protect agents carrying out Trump’s immigration crackdown posed an “extremely high” risk to civilians, troops and the military’s reputation, according to an internal document.
Officials warned that the operation could attract protests and spiral into a riot with potential for “miscommunication and fratricide” as well as accidental harm to civilians, including children, the operation planning document said.
They’re worried about people getting hurt or killed during this insane power grab. The felon likely is twiddling his phone with one hand and something else with another at the prospect of innocent people dying.
