I’d personally read “chemical weapon” to include anything from mace spray to Zyklon B, with the most likely read being well to towards the former end of the spectrum. Likewise with “guided missiles and explosive components”, while that could include ICBMs, it also includes flash bangs. It’s far more likely to be a reference to something like a flash bang.
That all said, if Trump decided to mobilize ICE into the border towns and attack cartel outposts, they could need some of the heavier gear. Properly, any such work would be done by the military but I’m not sure that Trump distinguishes.
