A special note to our Environmentalist friends - I have been over it and over it, I have looked under every rock, around every corner, and in every nook and cranny. If we want to start reducing CO2 GHG today not in 2012 or in 10 years under a cap and trade then The US NG/PROPANE/E85 Vehicle and GSHP Energy Policy and Economic Recovery Plan described below is the only way to do it, TODAY. The cap and trade will not get us any CO2 GHG reduction by 2012 as 85% of the carbon credits were given away and the trading scheme will only sap the money away from the US and the goal of We the People and what do we hope to gain when the funding is the cost of a postage stamp a day per person? The US NG/PROPANE/E85 Vehicle and GSHP Energy Policy and Economic Recovery Plan will pay for itself as it goes and will reduce CO2 GHG by 1.5B metric tons by 2012 and prospects for 6B metric tons by 2016, I want to believe that we Environmentalist friends don’t really want to cause our 'utility bills to ‘skyrocket’ bankrupting this nation. Why tilt at expensive remote wind mills? The warehouses are full, manufacturing lines ares set up, and the workers are ready. This renewable energy project is shovel ready. We want CO2 reduction, NOW, not in some distant future when it will be to late and since there is only one way to do it NOW then DO IT NOW.

“SEC. 403. SENSE OF THE SENATE ON EPA CERTIFICATION OF NGV RETROFIT KITS. - It is the sense of the Senate that the Environmental Protection Agency should streamline the process for certification of natural gas vehicle (NGV) retrofit kits to promote energy security while still fulfilling the mission of the Clean Air Act.”
We want oil independence TODAY, period! Without NGV RETROFIT KITS NOW! it will take 14 years to replace the US 244M fleet of vehicles with new NGV’s at a cost of over $1T, and the fuel for those intervening years amounts to $1T’s more of exported wealth. .“Streamline” means - Significantly reduce the cost of RETROFIT KITS by eliminating strangulating regulation.
But we know that the biggest stumbling block is that this rapidly increasing demand on NG may disrupt NG prices to other industries, fertilizer for example. And of course all the great talk of future increased supply of NG may not actually come true without drilling and other activities objectionable to some. So there is a way to have our cake and eat it too. Why not try? The NG/PROPANE local pipeline infrastructure is in place all that is needed are NG compressors and fueling stations and customers. The question is where do we get the NG, today. It isn’t being replaced by wind mills in Texas due to cost nor out of the ground due to price!
Well NG can only come from an implementation of the GSHP Energy Policy replacing NG use for home and business heating with renewable geothermal energy!
But we know that the next biggest stumbling block is how the Act will effect the use of ethanol as a fuel added to E10 gasoline and the use of propane. In some regions ethanol is a viable alternative to imported gasoline and in others propane is a low cost alternative and this Act will not have a negative impact on either fuels if modified as herein.
Therefore, We also want E85 RETROFIT KITS and PROPANE RETROFIT KITS. When you streamline the process for certification of NGV RETROFIT KITS you also streamline E85 and PROPANE RETROFIT KITS. Basically the retrofit kit results in tri-fuel vehicles

The change to the cars computer to support NG/PROPANE also supports E85 automatically. So the consumer has choice of fuels and holes in propane or NG or E85 refueling stations is not a problem. And states/market areas can have their fuel of choice.

- Low cost NG/E85/PROPANE conversions for existing 244M US fleet of cars, NOW!
- Replacing old, worn out, inefficient home and business NG/PROPANE furnaces with 450% efficient electric GSHP NOW!
- Replacing old, worn out, inefficient home and business resistive electric furnaces with 450% efficient electric GSHP NOW!
- GSHP in the summer reduce electrical consumption by 50% over a 8 SEER air conditioner and thus NG/PROPANE electrical consumption is reduced.
- GSHP in the winter reduce electrical consumption by 75% over a electric resistive heater and thus NG electrical consumption is reduced.
- GSHP in the winter eliminates NG/PROPANE consumption by 100% but winter electrical consumption is increased slightly.
- NG in todays market is cheaper than imported oil and GSHP reduces electrical consumption.
- GSHP ground loops have useful life of 40 years and
- NGV CO2 is reduced by 25% over gasoline
- CO2 is reduced proportionally to electrical consumption reductions using GSHP’s and renewable geothermal energy
Eliminating NG/PROPANE for home heat and reducing NG produced electricity consumption we can put it in our cars and will have little effect on the other uses for natural gas and actually there is some left over for growth in those industries and agriculture (assumes current consumption and supply) GSHP harvest renewable geothermal energy.
This all can be accomplished by
- local mechanics,
- local geothermal GSHP installers,
- local ground loop drillers and trenchers.
- US industry, as 95% of the components for NG conversions and GSHP’s and ground loop pipe are made in the USA
- Putting money in the pockets of We the People with local jobs and much lower family energy costs.
Nearly 50% of the 110M US households rent their homes.
The 50% of households or 55M decision makers will not in significant numbers utilize the residential energy tax credits and install GSHP’s in the numbers need to reduce CO2 by 1.5B metric tons reducing electric consumption by 1.2B megawatt hours But offering only the 10’s of thousands of landlords incentives to increase up to 55 M apartments heating efficiencies to 900% and cooling efficiencies to 400% using solar assisted GSHP’s then apartment electric consumption would be reduced by nearly 85% as the vast majority of apartments use electric resistive heat at 100% efficiency and 8 SEER A/C at 150% efficiency.
50% of residential energy consumption is 1.4B megawatt hours and 85% of the is 1.2B megawatt hours and at 1.25 metric tons of CO2 per megawatt hour that comes to 1.5B metric tons of CO2 not released.and is the 2012 cap and trade target.
Incentives for the small number of landlords is a much easier task. Each GSHP installation costs $5,000 ($2000 for the indoor equipment and $3000 for the ground loop) then the price tag is 55M * $3,000 = $110B ( We only consider the cost of the ground loop because the cost of the indoor equipment would be borne from the apartment maintenance budget because the upgrade would occur at the end of the useful life of the existing furnace and heater) Provide incentives and tax cuts aimed at the home/apartment rental industry ?
Also for home owners couple this NGV RETROFIT and the PROPANE RETROFIT KITS tax credit for their cars if and only if they use the tax credit to eliminate NG or PROPANE or electric resistive heat from use in there home. E85 RETROFIT KITS are appropriate any time without restriction.
Kaboom, We just became independent of foreign oil, hit the 2012 CO2 emissions targets, and recovered from the recession for everyone and everywhere in the 110M US households, including rental households. Now if we could just be allowed to drill for oil then our industrial needs would be totally supplied by US resources. Alas, another political battle for another day.

What will Big Business get other than more customers in a thriving economy

- Big propane - They get brand new PROPANE vehicle fuel market NOW. PROPANE is derived from US oil and US NG anyway
- Big Agri - They get fertilizer price unchanged by switching from NG residential heat to NGV’s
- Big rural electric Coop - They get reduced electric consumption which is what they want anyway. NOW as they offer GSHP cash rebates.
- Big Ethanol - They get a brand new E85 market in their regions. NOW
- Big NG electric power producers - They get what they have been getting in their region likely unchanged.
- Big Pipeline - They get what they have been getting. This information is not revealed below but is in the documentation and calculations package.
- Big HVAC manufacturers - They get huge increases in GSHP and ASHP sales.
- Big Hot Air (carbon) trader wanna be’s - They get nothing!!!

What will We the People get

- $5,872 new net income per each of 110M households.in just the initial build out
- or $26,000 net income per 24M marginally unemployed workers (16%) in just the initial build out
- or $39,000 net income per 16M unemployed workers (9.5%) in just the initial build out
- And all that addition disposable income from energy savings just circulates around and around, year after year.
- 1.5B metric tons of CO2 reduction by 2012 and more as the US GSHP build out continues.
- Coal derived methane, E85, NG, PROPANE and gasoline all in competition for the vehicle fuel market.
- Over $1T of wealth in just the first few years.of not exporting it and creating new capital assets not including the income from compressor manufacturing and installation and the construction of NG/E85 vehicle service stations.
- And there is prospects to double and quadruple the new net income and CO2 reductions by completing the build out to all homes and businesses.

I have come up with a cost for NG/E85/PROPANE conversions and for GSHP replacements which achieves the 2012 CO2 reduction target.
- $275B for 55M GSHP retrofits but the equipment cost comes out of an existing maintenances budget so the true cost is $110B
- $366B for 244M NG/E85/PROPANE conversions
- but the US may be unable to borrow that money internationally because the US would be reducing oil income of those countries
- Injecting stimulus at the base of the economy, the individual, where it puts lots of people back to work with money in their pockets
- And the vast majority of those dollars is kept in the local economy and in the USA as it is Installation and digging trenches and all GSHP and NGV equipment is made in the USA
- Immediate net CO2 reductions
- AND CAN BE DONE WITH VERY SIMPLE LEGISLATION AND THIS HAS PAYBACK WELL WITHIN THE USEFUL LIFE OF THE EQUIPMENT FROM YEAR AFTER YEAR LOWER HOME ENERGY COSTS AND CAR FUEL COSTS.

The Legislation

- Double the residential GSHP tax credit to 60%
- Add 60% tax credit for NG/E85/PROPANE conversions
- For rental property owners, Devise a cash rebate and tax credit and accelerated depreciation schedule , and a ten year amnesty on recaptured capital gains.upon installation of GSHP
- Let the states decide on implementation mix and ground loop type and emissions inspections. One Size does not fit all.
- And if you wanted to you could set a target for CO2 emissions basing it on miles of ground loop or the number of solar thermal panels assisting the GSHP’s

Real change must begin at the individual level, with each person deciding that the special interests, the bureaucracies, and the forces of the past will not determine the course of the future. Real change has to start with families who don’t want to see their quality of life decline even as they work harder to maintain it. Real change has to start with citizens who say to their families, friends, and neighbors that the time has come to insist that their politicians change or they will change their politicians.
Don’t you dare pass the Cap and trade legislation which has been said will cause consumers utility bills to ‘skyrocket’. I have just proved that it is not needed as all of today’s and future objectives and objections have been met and satisfied with The US NG/PROPANE/E85 Vehicle and GSHP Energy Policy and Economic Recovery Plan and the consumers utility bills will be reduced and family net income will be increased.
So it will reasonably concluded that if The US NG/PROPANE/E85 Vehicle and GSHP Energy Policy and Economic Recovery Plan, or something that looks like it, is not adopted then this will be proof positive that the intent of cap and trade is not to reduce CO2 GHG by the US today or anytime in the horizon of irreparable CO2 GHG global warming and it is just what it is, a get rich quick scheme for Wall Street and a Marxist dream of adding more dead weight to the government bureaucracy, leaving Main Street out in the cold, literally and figuratively.
