It is looking likely that Trump will declare an emergency and take the wall money from the defense construction funding.
Since this will immediately be tied up in court, there will be little actual construction done on the wall for the next year or so.
My question is: will Trump actually stop the planned defense construction projects and just hold the money or will he only announce he is building the wall and let the projects proceed until the wall actually needs the money? If he holds the money, will DoD go back to congress and try to get additional funding to replace the missing money? Will they get it? After all, the DoD projects have already been deemed needed, it seems unlikely that congress will change their mind on that.
