It depends on what you call “running”. Since the red cap is mostly a dignity granted by the sitting Pope upon someone he can count on to be a trusted ally and supporter, “running” for it means you and either HH himself or someone else who has made it up to the Curia have actively collaborated on pushing the same Church policies since back when you were both newbie bishops; or that your pastoral or theological reputation has caught the ear of the Curia as someone who should be groomed for extra special responsibilities. But then again trying to do outstanding pastoral/theological work, that also sits well with the policies of the sitting Pope/Curia, is kinda what is expected if you’re in that line of work.

When I read the Bible I noticed that Jesus prayers were not answered; He prayed that they would all be one as he and the father were, I do not see anythigng in History that indicates Jesus prayer was answered…an he was God! So why should the Pope expect that his would always be answered.
