And I think that it’s great that the administration is responding even to things like this. One, it shows that the government does actually have a sense of humor, and is making an effort to stay in touch with the people. And two, the bureaucrat who responded took the opportunity to highlight a bunch of the administration’s real policies, which will enjoy the publicity boost.
To be fair, I’m not sure they had a choice. I believe any petition with 25,000 signatures warrants an official reply from the White House.

Yes, but only because the administration itself has put that rule into place. They could instead have restricted that to “serious” proposals only, right from the outset. But they didn’t.
They also could have done a much more dry, serious, and/or “boilerplate” kind of response.
