They rang the Liberty Bell on D-Day?

Was just reading the transcript of Reagan’s speech at Normandy on 6/6/84. In reference to homeland support, or whatever you want to call it, he said, “In Georgia they were filling the churches at 4 a.m., in Kansas they were kneeling on their porches and praying, and in Philadelphia they were ringing the Liberty Bell.”

Is that true? And if it is, is that the only time the Liberty Bell was rung since 1776?
