A bit of a sidetrack, but on the subject of what Pakistan might or might not do: is the Pakistani government even unified enough that it can be said to have a single “policy” on anything? It’s attitude towards Islamic terrorism in particular is schizophrenic.
That’s part of the problem. Most of the Pakistani government might be rational enough not to start a nuclear war. Some Islamic radical military officer with access (God forbid) to a functioning nuclear missile might not be.
