I’m trying to place where in Canada she’s from - I don’t think it’s Saskatoon. I think maybe one of the Maritime provinces.

According to a local radio station affiliated with Global, that clip was during a commercial break (i.e., did not air), and is significantly edited to make it more suggestive than it really was.
Or at least, I presume this is the clip they were talking about.
From PA, eh? I guess that’s a PA accent then. It doesn’t sound like a Saskatchewan accent to me, but I guess we never sound like we actually do to ourselves. 
Sounds a bit Minnesotan and a bit Chicken Lady to me.
I have to admit as an American my first impression was that she sounded just like the The Kids In The Hall when they were doing female characters. I had not realized their character impressions were so spot on.
