Is level 3 a moderator-only level? Can any trusted non-mods “Recategorize and rename topics” ?
How do I see my trust level?

Click on your avatar a couple times - it says “member”. According to the previous link, that equals trust level 2.
Moderator Note
They originally set up Discourse for us with the intention that regular users would not be able to get to Trust Level 3. Obviously this ended up not working as intended.
Even though Discourse may allow you to rename topics or move them to other forums, PLEASE DO NOT DO SO. It is intended that these features only be used by moderators.
The folks in charge of this stuff are looking into the issue.
Just for clarification:
“Mod notes” are usually telling a poster that he is close to a rules violation and should cease his behaviour. Is that what you meant to do here?
You misunderstand what “Mod Notes” mean. They may be given in those circumstances, but that’s not the only use.
Given we’re now seeing “banned: socking” for some closed accounts can someone remind me what the procedure is around socks? I know that the sock account is closed, but what about the original account?
When someone is caught socking, all their accounts are banned.
It’s fairly rare that someone uses two accounts at once. Usually a sock is an already banned poster returning.
Right. The vast majority of sock accounts are previously banned posters trying to sneak back in.
Occasionally we will detect someone with two active accounts. If we believe the intent was innocent, for example an old account to which the password was forgotten, we may allow the poster to merge accounts. However, if it appears that the poster was deliberately trying to conceal the account for nefarious purposes, we will instaban all accounts.
Ah okay. I was under the apparently incorrect impression that socks were usually active posters.
