I was a bit perverse here. The bell is intended for a different purpose than it serves in this story. I suppose as far as the story is concerned, the bell is a signal for the dead man, but it is not intended as such.

Well, you missed the setup for the tragedy, but got enough of it to know what was going on.
The blind man walked the same route every morning. His route led him by a cliff, but he knew he was reaching it by the sound of the bouy. One day the rope that tethered the bouy snapped and it started floating out to sea. Without the bouy to guide him, the man walked off the cliff and fell to his death.
