I’m fairly confident the reason Putin isn’t on the list goes back to 1979, when Time gave it to Ayatollah Khomeini - reportedly, the backlash was significant. This is probably also one of the reasons why Giuliani won in 2001 instead of Osama bin Laden.

DeSantis sounds a wee bit premature insofar as great impact on the world, this seems more putting him forth as the designated stand-in for all things related to “what next for the Trumpian faction”. And Cheney is notable in the context of the whole of the Jan 6 committee; like someone else mentioned, showing admirable values in one specific aspect and worth acknowledging that, but falls short.
Musk, alas, does rank high – for better or worse he has been influential and people and organizations around the world have made big decisions in reaction to his decisions.
