Okay. Now, what’s a tabard?
Sort of a waistcoat (vest) worn over the clothing to identify which charity the person is collecting for and give an air of officialdom. Also favoured by dinner ladies.
Last week I saw a fella with a UNICEF tabard who was so fed up of being ignored he decided to sing a little song.
His rendition of “Give some money to the little black children”, while quite catchy, lacked a certain professionalism.

I once saw a homeless person having a screaming match at an 8 ft statue of Jesus Christ in front of a church. The statue said nothing.
